Ownership & Management

This page identifies ACSR's owner and publisher, academic editorial authority, administrative responsibilities, and arrangements for independent journal governance. ACSR distinguishes publisher accountability, scholarly and community-service evaluation, manuscript administration, financial processing, and publication support.

Ownership and Publisher

Owner and publisher: Yayasan Pendidikan Bukhari Dwi Muslim, Indonesia.

The publisher supports journal infrastructure, Open Journal Systems (OJS), publication production, DOI and metadata administration, financial management, digital preservation responsibilities, and the continuity of scholarly access. It provides the institutional and operational framework necessary for the publication and dissemination of scholarly research and community-service contributions.

Journal: Advances in Community Services Research (ACSR).

E-ISSN: 2985-9778. DOI prefix: 10.60079.

Publisher address: Jln. Perintis Kemerdekaan, Puri Asri VII/A7, Makassar, Sulawesi Selatan 90245, Indonesia.

Journal ownership establishes institutional and publishing responsibility. It does not transfer independent academic editorial decision-making authority to financial, commercial, administrative, production, or technical personnel. Scientific-editorial evaluation remains under the responsibility of qualified academic editors acting in accordance with ACSR policies.

Editorial and Administrative Responsibilities

  • Editor-in-Chief — Muhammad Ridwan Manulusi: Academic editorial leadership, scholarly standards, implementation of the Aims & Scope, peer-review integrity, research-integrity oversight, community-service editorial assessment, and scientific-editorial decisions. Academic editorial authority is exercised independently of improper financial, institutional, commercial, or other non-scholarly influence.
  • Managing Editor — Muslim Muslim: Editorial coordination, manuscript tracking, author and reviewer communication, OJS workflows, journal administration, post-acceptance administration, and publication preparation. Administrative responsibilities are performed under the journal's applicable editorial governance and publication policies.
  • Section Editors and Responsible Academic Editors: Independent academic handling of assigned manuscripts within their subject, methodological, or community-service expertise, including scope assessment, section eligibility, reviewer coordination, revision assessment, and scientific-editorial evaluation. Reviewer recommendations are advisory; final academic responsibility remains with the responsible academic editor and, where applicable, the Editor-in-Chief.
  • Publication and technical personnel: Copyediting, proofreading, language and technical editing, metadata preparation, DOI administration, indexing and discovery support, production, preservation support, communication, and website operations. These functions support publication preparation but do not independently determine scientific acceptance or rejection, authorship, substantive findings, or scholarly conclusions.
  • Financial and administrative personnel: Verification of applicable APC, waiver, and reviewer-discount arrangements; official invoicing; payment verification; and maintenance of legitimate administrative records. These responsibilities remain separate from reviewer selection, independent assessment, and scientific-editorial decisions.

Where responsibilities overlap operationally, decisions requiring independent scholarly judgment must remain under the appropriate academic editorial authority. Personnel remain accountable for their assigned duties, applicable policies, confidentiality requirements, and management of relevant conflicts of interest.

Section-Specific Editorial Governance

ACSR maintains two distinct OJS editorial sections within a unified journal governance framework. Both sections publish in English and retain their respective manuscript classifications, templates, and assessment requirements.

  • Article: Accepts Research Paper and Literature Review Paper manuscripts. Both types follow the Advances in Research Master Manuscript Template and are evaluated using the standard scholarly review form appropriate to the manuscript type.
  • Community Partnerships and Impacts: Accepts Community Service Article manuscripts. Submissions follow the New ACSR Template Submission and are evaluated using the dedicated Community Partnerships and Impacts Review Form containing 11 assessment components.

Research methods, analytical techniques, data sources, software, review approaches, implementation methods, and theoretical or methodological contributions do not independently constitute additional OJS sections or manuscript categories. Academic editors assess each submission according to its actual design, evidence, contribution, and designated section.

All scholarly fields expressly included in the current ACSR Aims & Scope have equal standing in editorial assessment. Their order of presentation does not establish disciplinary priority or secondary status. Community Service Articles must additionally demonstrate relevance to community needs, engagement, partnerships, implementation, evaluation, documented outcomes, and practical community contributions.

Editorial Independence and Conflicts of Interest

Academic editorial decisions are based on scholarly merit, relevance to the current Aims & Scope, eligibility under the designated section, originality, theoretical or conceptual quality, methodological rigor, community-service implementation and evaluation where applicable, research integrity, independent peer-review evidence, and the adequacy of author responses.

Publisher ownership, institutional relationships, Article Processing Charges, payment status, ability to pay, discounts, waiver eligibility, advertising, sponsorship, marketing interests, and commercial considerations do not determine reviewer selection or manuscript acceptance. Financial and administrative arrangements must not influence independent scholarly judgment or research-integrity procedures.

Editors, reviewers, and other individuals involved in manuscript assessment must disclose relevant financial, professional, institutional, academic, collaborative, competitive, supervisory, community-partnership, or personal conflicts of interest. Disclosures must be assessed and managed under the journal's applicable editorial and publication-ethics procedures.

An editor must not handle their own submission or another manuscript where a material conflict prevents impartial evaluation. Responsibility must be transferred to an appropriate independent academic editor. Conflicted individuals must not improperly influence screening, reviewer selection, review assessment, revision evaluation, or the final editorial decision.

Publisher ownership, financial arrangements, institutional relationships, and personal interests must not be used to interfere with research-integrity investigations, authorship decisions, corrections, retractions, or other appropriate post-publication actions.

Peer Review and Decision Authority

ACSR applies double-anonymous peer review. Manuscripts undergo initial editorial screening for scope relevance, correct section and manuscript classification, originality, scholarly or community-service contribution, methodological or implementation suitability, research integrity, anonymization, and compliance with applicable submission requirements.

Eligible manuscripts normally undergo evaluation by at least two independent reviewers with appropriate disciplinary, theoretical, methodological, or community-service expertise. Reviewer assignments should reflect relevant expertise, independence, availability, and applicable conflict-of-interest requirements.

Reviewer recommendations are advisory and do not determine the final decision through simple voting. The responsible academic editor considers the manuscript, reviewer reports, author responses, revised files, research-integrity concerns, supporting evidence, and applicable journal policies before reaching or recommending the final decision.

Final scientific-editorial responsibility remains with the responsible academic editor and, where applicable, the Editor-in-Chief. Administrative, financial, production, marketing, and technical personnel do not independently approve scientific acceptance, rejection, or substantive changes to scholarly conclusions.

Post-Acceptance Governance

After completion of the required peer-review and scientific-editorial assessment and receipt of a final editorial decision of acceptance, a manuscript enters the controlled publication-preparation process.

The normal publication-preparation sequence is Final Editorial Acceptance → APC or Waiver Verification → Post-Acceptance Administration → Copyediting → Proofreading & Production → Metadata Verification → Version of Record → Publication.

Post-acceptance activities may include verification of author and institutional information, completion of required declarations, applicable APC or waiver administration, verification of authorized discounts, language and technical copyediting, proofreading, typesetting, DOI administration, publication metadata verification, and preparation of the authoritative Version of Record.

Post-acceptance processing prepares an accepted manuscript for accurate, ethical, and technically reliable publication. It does not replace independent peer review or continue ordinary scientific evaluation. Operational personnel must not fabricate, infer without evidence, or silently alter substantive scientific content, community-service documentation, analytical results, program-evaluation findings, scholarly interpretations, citations, authorship, or other material information.

Material scientific inconsistencies, unresolved integrity concerns, unverified essential evidence, ethical or legal issues, authorship disputes, material metadata conflicts, and other genuine publication blockers must be referred to the responsible academic editor for appropriate evaluation and resolution. Routine production and administrative work otherwise remain distinct from scientific acceptance.

Financial Governance

APC or waiver administration begins only after final scientific-editorial acceptance. ACSR does not require APC payment during submission, editorial screening, independent peer review, revision, or other pre-acceptance stages. The same APC framework applies to both editorial sections.

The standard APC is IDR 750,000 per accepted manuscript where at least one author is institutionally affiliated with an institution in Indonesia. A full APC waiver / IDR 0 applies where all authors are institutionally affiliated exclusively with institutions outside Indonesia. Eligibility is determined by institutional affiliation rather than nationality, citizenship, residence, or other personal characteristics.

Eligible reviewers may receive a 10% discount on the applicable standard APC under the journal's reviewer-recognition arrangements, subject to administrative verification. The discount applies only where an APC is otherwise payable and does not replace a full waiver, guarantee acceptance, or influence reviewer recommendations and editorial decisions.

Where payment applies, the Editorial Office verifies the relevant affiliation information and authorized discount before issuing an official invoice following final acceptance. Authors should verify unusual payment requests through the journal's official channels and must not rely on unauthorized intermediaries or promises of acceptance.

Previously issued official invoices, agreed payment terms, and legitimate historical administrative records are not retrospectively changed merely because a current arrangement differs from an earlier one. Detailed eligibility, payment, withdrawal, refund, and payment-security requirements are governed by the authoritative APC Policy.

Accountability and the Scholarly Record

ACSR and its publisher seek to maintain accurate and accessible information concerning ownership, editorial leadership, academic responsibilities, peer-review procedures, manuscript requirements, publication policies, financial arrangements, copyright, licensing, publication frequency, journal identification, discovery services, preservation responsibilities, and official communication channels.

Changes to editorial appointments, administrative responsibilities, personnel, publisher operations, financial arrangements, technical services, or governance procedures should be documented and communicated appropriately. Such changes do not automatically invalidate legitimate earlier editorial decisions, accepted financial arrangements, or completed publication records.

Valid historical editorial decisions, publication dates, author information, volume and issue assignments, DOI records, bibliographic metadata, corrections, retractions, and other formally established publication records remain part of ACSR's permanent scholarly record. Governance changes do not authorize undocumented retrospective alterations. Genuine errors must be addressed transparently through the applicable correction or post-publication procedure.

Concerns involving journal administration, editorial conduct, conflicts of interest, financial practices, research integrity, community-service evidence, author rights, or the accuracy of the scholarly record should be addressed through the applicable journal policies, appropriate academic editorial authority, and official communication channels.
