Publisher Governance, Editorial Responsibility & Operational Management

Advances in Human Resource Management Research (AHRMR) is owned and published by Yayasan Pendidikan Bukhari Dwi Muslim.

The publisher provides the institutional, administrative, technical, publishing, financial, preservation, and operational framework required for the continuing publication of the journal. Academic editorial evaluation and scientific-editorial decisions are conducted independently through AHRMR's academic editorial structure.

AHRMR separates publisher responsibility, academic editorial authority, and operational journal support to promote transparent governance, research integrity, responsible scholarly publishing, accountability, and editorial independence.

Publisher Responsibilities

The publisher supports AHRMR through responsibilities that may include:

  • Maintaining the journal's publishing platform and institutional publishing infrastructure;
  • Supporting administrative and operational continuity of the journal;
  • Supporting website, metadata, DOI-related, publication, and technical processes;
  • Supporting copyediting, production, publication, archiving, preservation, and dissemination activities;
  • Maintaining appropriate administrative and financial processes;
  • Supporting journal policies concerning research integrity, publication ethics, privacy, copyright, licensing, and scholarly-record management;
  • Supporting preservation and continuing accessibility of published scholarly content;
  • Maintaining appropriate separation between administrative or financial functions and academic editorial decision-making; and
  • Supporting accurate and transparent public information concerning the journal's ownership, governance, policies, charges, and publication practices.

Academic Editorial Management

Academic editorial responsibility is exercised through the AHRMR Editorial Team. The academic editorial structure is responsible for scope evaluation, manuscript-type verification, scientific and scholarly assessment, peer-review oversight, research-integrity evaluation, revision assessment, post-revision verification, and final scientific-editorial decision-making.

Editor-in-Chief
Overall academic editorial leadership, policy oversight, editorial governance, and responsibility for maintaining scholarly standards.
Managing Editor
Editorial workflow coordination, journal administration, publication-process coordination, and communication with relevant editorial and production functions.

Section Editors and other qualified academic editors may handle manuscripts according to subject expertise, editorial assignment, conflict-of-interest requirements, and applicable AHRMR policies.

Current individual appointments, affiliations, and academic-editor information are maintained on the official AHRMR Editorial Team page.

Editorial Independence

Academic editorial decisions are based on scholarly merit, relevance to the current AHRMR Aims & Scope, appropriate manuscript type, originality, theoretical or conceptual positioning, methodological or review-methodological quality, research integrity, independent peer-review evidence, author responses, and applicable journal policies.

The publisher must not determine manuscript acceptance or rejection on the basis of Article Processing Charges, waiver eligibility, advertising, sponsorship, institutional relationships, marketing considerations, financial interests, personal relationships, or other non-scholarly considerations.

Independence Principle: Ownership and financial administration are institutionally separated from academic editorial judgment. APC payment, ability to pay, non-payment before an APC becomes due, eligibility for a waiver, or other financial considerations do not guarantee peer review, favorable reviewer selection, acceptance, expedited scientific evaluation, favorable editorial treatment, or publication.

Operational Management

AHRMR journal operations may involve editorial administration, technical support, copyediting, proofreading, production, metadata preparation, DOI administration, indexing and discovery support, digital preservation, publication support, communication, financial administration, and information-technology functions.

Personnel performing administrative, copyediting, production, indexing, metadata, financial, preservation, or technical functions support the publication process but do not independently determine scientific manuscript acceptance or rejection.

Scientific and academic editorial authority remains with qualified academic editors acting under the journal's editorial policies and documented workflow.

Post-Acceptance Operational Governance

Once a manuscript has received final scientific-editorial acceptance, it enters AHRMR's controlled post-acceptance publication workflow.

Final Editorial Acceptance  →  Post-Acceptance Administration  →  Copyediting  →  Proofreading & Production  →  Metadata Verification  →  Version of Record  →  Online Publication

Post-acceptance administration, copyediting, production, and metadata functions are publisher-supported operational stages. They are not a continuation of ordinary peer review and must not be used to reopen scientifically closed matters without a material contradiction, research-integrity concern, legal or ethical issue, or other genuine publication blocker.

Operational personnel must not guess, fabricate, or silently alter substantive scientific information. Potentially substantive inconsistencies identified during publication preparation should be escalated through the responsible editorial or Managing Editor authority.

Conflicts of Interest & Governance

Editors, reviewers, and other persons involved in manuscript evaluation must disclose relevant financial, professional, institutional, academic, collaborative, competitive, supervisory, or personal conflicts of interest.

Where an editor has a relevant conflict of interest, the manuscript must be reassigned to another qualified academic editor capable of providing sufficiently independent editorial oversight.

Publisher ownership, financial relationships, institutional collaborations, sponsorship, or other organizational relationships must not be used to influence reviewer selection, peer-review recommendations, scientific editorial outcomes, or post-publication integrity decisions.

Revenue & Financial Separation

AHRMR may receive revenue associated with Article Processing Charges and other legitimate journal-related activities. Financial administration is managed separately from scientific and academic editorial evaluation.

Current Standard APC
IDR 2,500,000
Applicable under the current AHRMR APC Policy where at least one author is institutionally affiliated in Indonesia.

APC status and waiver eligibility are determined administratively only after a manuscript has completed the required scientific-editorial process and received final editorial acceptance.

No payment provides an author with a right to acceptance, favorable reviewer selection, expedited scientific evaluation, guaranteed publication, preferential editorial treatment, or another academic editorial advantage.

Publisher & Journal Accountability

The publisher and journal management seek to maintain transparent journal information, accurate publication records, responsible financial administration, appropriate publication infrastructure, preservation of the scholarly record, and clear separation of operational and academic editorial responsibilities.

The journal is responsible for maintaining accurate public information concerning its publisher, editorial structure, publication policies, Article Processing Charges, licensing, copyright, peer-review model, publication frequency, indexing and discovery status, and relevant contact information.

Concerns regarding journal administration, editorial conduct, publication ethics, conflicts of interest, complaints, appeals, privacy, financial administration, corrections, retractions, or the scholarly record should be handled through the applicable AHRMR policies and official journal communication channels.

Effective Date & Historical Governance

The current harmonized AHRMR Ownership & Management framework applies prospectively from 1 September 2026.

Changes in editorial appointments, administrative roles, workflow responsibilities, technical arrangements, or publisher-supported operational processes may occur over time as part of legitimate journal governance and organizational development.

Such changes do not retrospectively alter valid historical editorial decisions, published author records, volume or issue information, publication dates, DOI records, or other established components of the scholarly record.

AHRMR maintains a governance structure intended to support publisher accountability, transparent management, editorial independence, financial separation, research integrity, responsible post-acceptance administration, and trustworthy scholarly publishing.
